Non-admin users can now be given access to secure downloads manangement. The scope of this can be limited to files they have uploaded themselves (see the post about ringfenced uploads).
Security settings for secure files can be delegated or left with administrator-only access.
Delegation of manangement extends to the Secure Downloads wizard used to drop a secure download link into a page.
